What CE marking confirms

CE marking on a medical device means the manufacturer has demonstrated, to the applicable conformity assessment procedure, that the product meets the Essential Requirements (under MDD) or General Safety and Performance Requirements (under EU MDR 2017/745). For Class III devices (including most dermal fillers), this requires review and certification by an EU Notified Body.

The Notified Body role

The Notified Body reviews the manufacturer technical documentation, audits the quality system, and — for implantable and Class III devices — reviews clinical evaluation data. The Notified Body number must appear on the product label (e.g. CE 0123) and on the certificate itself. The NANDO database (ec.europa.eu/growth/tools-databases/nando) lists all authorised Notified Bodies and their scope.

What CE marking does not confirm

CE marking does not confirm that a product is registered in any specific EU member state, that it has been reviewed for clinical efficacy, or that it is approved for use in countries outside the EU/EEA. CE is not a quality certification for the product — it is a conformity declaration relative to EU regulatory requirements.

Reading a CE certificate correctly

A genuine CE certificate includes: the Notified Body name and number, the manufacturer legal name and address, the product scope (which product families or classifications are covered), the relevant directive or regulation (MDD or MDR), and a validity period. Check that your specific product falls within the scope described.

ISO 13485 vs. ISO 9001

The functional difference between a medical device quality management system and a general quality system.

ISO 9001: general quality management

ISO 9001:2015 is a general-purpose Quality Management System standard applicable to any industry. It covers planning, customer focus, operational control, and continual improvement. An ISO 9001 certificate from a medical device manufacturer confirms their operational systems are documented and audited — but does not impose medical device-specific requirements around design controls, risk management, or sterility.

ISO 13485: medical device QMS

ISO 13485:2016 is sector-specific and incorporates requirements for medical device design controls (including design history files and design verification), risk management (incorporating ISO 14971 principles), sterile product controls, complaint handling, and post-market surveillance. It is the foundational QMS standard recognised by regulatory authorities in the EU (under MDR), Canada (under MDSAP), and Australia (TGA).

Scope: the critical detail

The scope statement on an ISO 13485 certificate is crucial. A certificate scoped to design and manufacture of quality management systems documentation does not cover product production. Buyers should look for scope language explicitly referencing the product category: e.g. Design, development and manufacture of sterile injectable HA dermal fillers and skin care products.

Why both may co-exist

Many manufacturers hold both ISO 13485 and ISO 9001 certificates. ISO 9001 may cover business operations outside the regulated product scope, while ISO 13485 covers the medical device manufacturing operations specifically. When evaluating a supplier, ISO 13485 with appropriate scope is the minimum for regulated medical device procurement.

What is a Free Sale Certificate

A Certificate of Free Sale (CFS), also called a Free Sale Certificate (FSC), is an official document confirming that the product is legally manufactured and sold freely in the country of origin without restriction. It is often issued by the national health ministry, trade authority, or notarised chamber of commerce. Many import markets require a CFS as a mandatory element of the product registration file.

Documentation package for import

A standard documentation package for customs and regulatory filing typically includes: (1) Commercial invoice with product description, HS code, and value; (2) Packing list; (3) Certificate of Origin; (4) ISO 13485 certificate (scoped copy); (5) CE certificate or relevant market approval; (6) Certificate of Free Sale; (7) CoA for the shipment lot; (8) Technical specification sheet; (9) Air transport classification documentation where applicable.

Batch record traceability

A complete batch record includes: batch number, manufacturing date, expiry date, manufacturing site, active ingredients and concentrations, in-process test results, final QC release results and release signature, and storage and handling instructions. Batch records are the primary quality document for incoming product inspection and the first document requested in an audit or regulatory inspection.

What is the difference between a Quality System certificate and a product registration?
